Note that additional changes could be made to previewed agreements on or before the effective dates listed, provided the applicable notice requirements are met.

Upcoming Changes

We’re making changes to certain agreements (listed below) that govern your relationship with PayPal. These changes will take place automatically on the corresponding effective date(s) shown below.

Actions Needed

Please carefully review the notices below and familiarise yourself with the upcoming changes. By continuing to use our services after the changes take effect, you agree to be bound by those changes. Otherwise, no further action is needed from you to accept such changes. However, if you would prefer to decline them, then you will need to close your PayPal account prior to the applicable effective date, as described in the User Agreement.

We're adding a note on the fees associated with the Duty Clear service under the "Other Merchant Fees" heading.

Activity	Description	Rate
Duty Clear	With Duty Clear, PayPal arranges prepayment of U.S. import duties with U.S. Customs and Border Protection for your eligible shipments to the United States.	The Duty Clear fee is based on the goods you are shipping and is charged when the transaction is completed. If you pass the cost of duty prepayment on to your buyer, it will be added to the total transaction amount. Your standard PayPal transaction fees will apply to the full amount, including the duty prepayment.

Introduction of Duty Clear Terms and Conditions
Effective 30 June 2026 (Residents of Singapore):

We're introducing Duty Clear, a new service that lets PayPal business account holders selling to US buyers get a quote for US customs duties and have PayPal arrange prepayment of those duties. The Duty Clear Terms and Conditions will only apply to you if you enable and use Duty Clear with your PayPal business account.
