Removal of SOFORT as an alternative payment method and deletion of related terms

Effective May 28, 2024:

  • SOFORT is no longer available as an alternative payment method and is removed from the list of alternative payment method providers contained in Annex 1 of the PayPal Alternative Payment Methods Agreement.


Amendments to the PayPal User Agreement

  • We are clarifying our Taxes and Information Reporting terms and our currency conversion terms.

Amendments to the PayPal Buyer Protection Program

Effective June 13, 2024:

  • We are revising PayPal’s Buyer Protection Program to exclude Non-Fungible Tokens (NFTs) from eligibility.
  • In addition to meeting all other eligibility requirements for PayPal’s Buyer Protection Program, disputes asserting Significantly Not as Described claims must be opened by the buyer in the Resolution Center within 30 days of the delivery or fulfillment of an order or within 180 days of the date a payment was sent by the buyer to the seller, whichever is sooner. The timeframes for opening other disputes asserting other claim types (including Item Not Received, Unauthorized Transactions, or other errors) are not changing at this time.

Amendments to the PayPal Seller Protection Program

Effective June 13, 2024:

  • We are revising PayPal’s Seller Protection Program to exclude from eligibility Non-Fungible Tokens (NFTs) with a transaction amount of $10,000.00 USD or below (or equivalent value in local currency as calculated at the time of the transaction), unless the buyer claims it was an Unauthorized Transaction and the transaction meets all other eligibility requirements.

Amendments to the PayPal User Agreement

Effective 4 December 2023:

  • The India office for PayPal Payments Pvt. India (4PL) will be moving to a new location on 4th December 2023. We are updating the User Agreement to reflect the new address, which is Godrej BKC - Unit No 4, 3rd Floor, Plot no c-68, G-Block, Bandra Kurla Complex, Bandra East, Mumbai - 400 051, India.

Amendments to the PayPal User Agreement
Effective 1 February 2024:

  • We are revising the User Agreement to indicate the payment a seller receives from a buyer may be invalidated and reversed if the seller fails to respond or provide accurate and complete information to PayPal related to the buyer’s claims or chargebacks for such transaction within the timeframe communicated to the seller by PayPal.

Effective 1 February 2024:

  • We are revising PayPal’s Seller Protection Program to exclude from eligibility Item Not Received claims filed by buyers as chargeback claims with their card issuers for card-funded transactions.

Amendments to the PayPal User Agreement

Effective March 16, 2022 we are:

  • Revising PayPal’s Seller Protection program to expand the list of ineligible items to include certain Non-Fungible Tokens (NFTs) with a transaction amount of more than $10,000 USD.
  • Revising the actions we may take if your eligibility for PayPal’s Seller Protection program is suspended. In such case, we may treat amounts you retained under the Seller Protection program in the past 30 calendar days as amounts owed to PayPal and debit your PayPal account accordingly.
  • Updating the Dispute Fee and Restricted Activities terms to include actions we may take and the dispute fees we may assess if the seller engages in a Restricted Activity.
  • Review the updated User Agreement.
  • Review the updated Seller Protection program.

 

Amendments to all applicable Legal Agreements

Amendments to the PayPal User Agreement

Effective 1st December 2021 we are:

  • Relocating PayPal’s Buyer Protection program and Seller Protection program terms to separate web pages. These program terms are accepted at the time you agree to the User Agreement and remain part of the User Agreement. The relocation is intended to make the terms easier to locate and navigate.
  • Revising PayPal’s Seller Protection program to clarify that proof of shipment and proof of delivery also must include an online verifiable tracking number.
  • Clarifying that abuse of our online dispute resolution process, PayPal's Buyer Protection program, and/or PayPal’s Seller Protection program are restricted activities as defined under the user agreement.

Amendments to the PayPal User Agreement

Effective: September 10, 2021

  • We are revising PayPal’s Seller Protection program to clarify eligibility for certain claims involving travel tickets sold by the travel carrier and basic requirements to be globally consistent.
  • We are requiring sellers to notify us of any pricing errors or discrepancies within sixty (60) days from having access to their account statement(s) or other account activity information.
  • We are clarifying the types of costs used to calculate the reasonable minimum estimate that we may recover if you engage in any restricted activities.

Amendments to the PayPal Acceptable Use Policy

  • We are revising the policy to clarify that violations may subject you to damages. We are also expanding the existing list of prohibited activities and clarifying the commercial activities requiring pre-approval.

 

Amendments to the PayPal Alternative Payment Methods Agreement

  • We are revising the Agreement to prohibit acceptance of payments for certain goods and services.

Amendments to the PayPal User Agreement

  • Effective: 26 February 2021 We are revising the listed exclusions to PayPal’s Buyer Protection and Seller Protection to be globally consistent and to clarify which transactions are eligible for protection.
  • We are revising PayPal’s Seller Protection so it does not apply where a merchant ships a physical item or fulfills a purchase order more than two days after being notified by PayPal that the transaction is being disputed, reversed, or is otherwise unauthorized.
  • We are clarifying our PayPal Payouts and Mass Pay services terms, including that they may only be used to make multiple or bulk payments, not individual or other ineligible payments, and that merchants are responsible for obtaining the applicable consents from their payout recipients.
  • We are clarifying the terms that govern communications between you and PayPal.
  • We are clarifying PayPal’s data protection roles and responsibilities in connection with the processing of personal data using the PayPal services.

 

  • Effective: 1 April 2021 We would like to assure you that you can continue to use PayPal to send and receive international payments. However, effective 1 April 2021, PayPal will no longer offer domestic payment services in India. As a result of this, you will not be able to receive Indian Rupee (INR) payments from other PayPal Payments Private Limited users. As stated above, this has no impact on PayPal’s international services, and you can continue to send and receive international payments in line with our User Agreement.

Updates to the India User Agreement

Effective:  October 22, 2020

We’re making the following changes to our terms:

  • We are clarifying on your available options in case you do not agree with the revised terms and conditions in the User Agreement
  • We are updating the policies with which you agree to comply when you open and use a PayPal account.  
  • We are clarifying the circumstances under which Commercial Entity Agreements apply to business and personal accounts.
  • We are establishing a dispute fee and have added the terms and conditions that apply. We have removed the chargeback fee in lieu of the dispute fee.
  • We have revised our volume-based tiers pricing and moved to flat pricing fee for international payments.

Updates to the India User Agreement

Effective: July 31, 2020

We’re making the following changes to our terms:

  • We’ve added items intended for resale, including single item transactions or transactions that include multiple items, as items that will be ineligible for reimbursement under PayPal’s Buyer Protection.
  • The section on eligibility for PayPal’s Buyer Protection program has also been amended to clarify that if you are a buyer, you must now also attempt to contact the seller to resolve your issue directly before filing a dispute through the Resolution Center.
  • If you are a seller and lose a claim under PayPal’s Buyer Protection program and the buyer’s claim was that the item received was Significantly Not as Described, you may not receive the item back, or you may be required to accept the item back and pay for the return shipping costs.
  • We have added terms to the section on PayPal’s Seller Protection program. These include:
    • certain intangible items may be eligible for PayPal’s Seller Protection, subject to meeting certain Intangible Goods Additional Requirements;
    • to be eligible for PayPal's Seller Protection, an new basic requirement is that the payment must be marked “eligible” or “partially eligible” in the case of Unauthorized Transaction claims, or “eligible” in the case of Item Not Received claims, for PayPal's Seller Protection on the Transaction Details page.
    • We have clarified what is required as proof of shipment or delivery for both physical and intangible goods
    • We have added payments made in respect of gold (whether in physical form or in exchange-traded form) to the list of Ineligible items and transactions.

Updates to the India User Agreement

Effective: March 16, 2020

We’re unveiling an entirely redesigned User Agreement for our customers. We’ve worked hard to make this new User Agreement a more user-friendly experience with content that makes it easier for you to understand your rights and obligations when it comes to using PayPal’s products and services.

Here’s what we’ve done:

We’ve redesigned the User Agreement to simplify its format, with new color-coded headings so you can find the information most relevant to your account more easily. We’ve revised and reorganised the content of the User Agreement to be easier to follow and to include information where you’d naturally look for it. Except as described below, we’re not changing the meaning of what we say, only how we say it and where you can find it.

In addition to redesigning the User Agreement, we’re making the following substantive changes to our terms:

  • We’re updating the notice period for when we make a substantial change to the User Agreement. The notice period will be reduced from 30 days to 14 days.
  • We’re clarifying that funds will be automatically sent to your bank account added by you and there is no additional fee for auto withdrawal. However, if a withdrawal is returned for whatever reason there is a withdrawal return fee.
  • We’ve made it clearer when and how our fees are charged.
  • We’re changing that if you are a seller and refund (partially or fully) a transaction to a buyer or a donation to a donor, there are no fees to make the refund, but the fees you originally paid as the seller will not be returned to you.
  • We’re clarifying that sellers must not present any payment method or mark upstream (or at an earlier point in the checkout experience) from the presentment of any of PayPal’s services or marks.
  • We’re clarifying that in order allow PayPal to assess the level of risk associated with business PayPal accounts sellers must cooperate with PayPal’s reasonable requests for financial statements and other documentation or information in a timely fashion.

Notice of Amendment - Issued on September 23, 2019

The changes are set out in more detail below and will be effective from 23 September 2019. By continuing to use your PayPal account from the effective date, you’re agreeing to the changes. If you do not agree to the changes, you must close your PayPal account or cease using the PayPal Services prior to the effective date.

We’re making the following substantive changes to our terms:

  • Exhibit A Fees: We are updating the fee for currency conversion charged when receiving payments. This change is set out in the “Currency Conversion” section of Clause 4 “Additional Fees”.

Changes to PayPal Legal Agreements

PayPal is changing some of its Legal Agreements with effect from the effective date as listed below against each change (hereinafter referred to as “Effective Date” individually). We’ve created this policy update to help you understand the material changes. By continuing to use our services on the Effective date, you are agreeing to the corresponding change effective from that date. If you decide not to accept any change, you can notify us before the Effective Date of that change to close your account.

PayPal Local Payment Methods Agreement - Effective Date: [11 January 2019]

As a reminder for merchants using PayPal to receive Commercial Transaction payments, on 11 December 2018 PayPal started to enable some customers without Accounts to send payments to merchants’ Accounts using alternative local payment methods. For this purpose, Section 3.1 of the User Agreement for PayPal Services was amended to clarify how further terms of use apply to merchants when they integrate into their online checkout/platform any functionality intended to enable a customer without an Account to send a payment to the merchant’s Account. This includes the PayPal Local Payment Methods Agreement.

  • Clause 9.1: We’re clarifying what transactions are eligible for Seller Protection.

Updates to the User Agreement for PayPal Services – Effective Date: 8 April 2019

To align our pricing globally, we’re standardising the fees payable by our merchants. To do this, we’re making the following substantive changes to our terms:

  • Exhibit A Fees: We’ve removed the Standard eBay Rate and Merchant eBay Rate for both domestic and international payments set out in clause 2 “Commercial Payments Fee” and merchants will now pay our standard rate for transactions on the eBay website.
